The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.
The fourth section of the first article serves two purposes, one for each clause. The first clause designates elections of Congressman to the states, and for Congress to regulate these elections for Representatives, but not Senators. The second clause mandates an annual meeting of the entire Congress.
